The LULEP project faced multiple Notices of Non-Compliance (NNC), particularly in the area of Traffic Control violations. The challenge lay in understanding the underlying causes of these violations and implementing effective measures to prevent recurrence.
Objectives:
The objectives were to analyze the NNC data, categorize and summarize them, identify the root causes of
Traffic Control violations, and implement actions to prevent further recurrence. The ultimate goal was to build a
knowledge base that could be used for informed decision-making and to develop new policies and practices for future projects.
Solution:
A1MI’s solution involved a systematic approach to Knowledge Management, transforming raw data into actionable wisdom. The process included collecting NNC data as issued by LAWA, analyzing and summarizing the data into categories, reviewing the information in conjunction with Project Requirements, analyzing the root cause, and implementing actions to prevent recurrence. This process culminated in applying the approach across projects to identify common issues and lessons learned, enabling the development of new policies, practices, or training curriculum for inspectors.
Process and Implementation:
A1MI’s process involved conducting training with all the QC Inspectors, incorporating traffic control requirements into the Site Specific Quality Control Plan and adding a Hold Point, adding Traffic Control to the Readiness Review agenda, and applying the knowledge gained to identify common issues and lessons learned across projects, contributing to the development of new policies and practices.
Results and Impact:
A1MI’s Knowledge Management approach led to significant improvements in compliance on the LULEP project.
